Eligibility
Applicants' eligibility is based on "MOE Regulations Regarding International Students Undertaking Studies in Taiwan". If the MOE Regulations are updated, the most recent Regulations announced by the MOE will take priority. For updated information relating to the MOE Regulations, please contact the MOE directly.
(I.) Applicants must qualify for legal student status in compliance with Article 2 of the Ministry of Education's “Regulations Regarding International Students Undertaking Studies in Taiwan". International students are defined as follows:
1.. Individuals of foreign citizenship, who have never held citizenship status from the Republic of China and do not possess an overseas Chinese student status at the time of application, are qualified to apply for admission under this regulation.
2. Individuals of foreign citizenship, pursuant to the following regulations and who held residency overseas continuously for no less than 6 years, are also qualified to apply for admission under this regulation.
a. An individual who also is a citizen of the R.O.C. but does not hold or has never held a household registration in Taiwan.
b.An individual who previously was a citizen of the R.O.C. but does not hold R.O.C. citizenship at the time of their application shall have maintained an annulled status regarding their R.O.C. citizenship for no less than 8 years following an annulment of R.O.C. citizenship by the Ministry of the Interior.
c.Regarding individuals mentioned in both of the above articles, they must not have studied in Taiwan as overseas Chinese students nor received placement permission during the same year of the application by the University Entrance Committee for Overseas Chinese Students.
3. According to the Education Cooperation Framework Agreement, a foreign citizen who was selected by a foreign government, organization, or school and has not held an R.O.C. household registration from the time of his/her birth is not subject to the limitations as prescribed in Paragraph 2 and is eligible to apply with approval from the Ministry of Education.
4.An applicant of foreign citizenship, concurrently holding a permanent residence status in Hong Kong or Macao, having no history of a household registration record in Taiwan and who, at the time of application, has resided in Hong Kong, Macao, or another foreign country continuously for no less than 6 years.
5. An applicant who is a former citizen of Mainland China and holds a foreign citizenship, with no history of household registration record in Taiwan, and who, at the time of application, has resided overseas continuously for no less than 6 years. 6. International students can apply to study in Taiwan only once. Upon completing the course of study at a school in Taiwan, international students may apply for a master's degree or higher levels of graduate studies at the same school under each school's procedures. International students wishing to continue studying at a different school after graduation will apply the same admissions method used by local students.
(II.) Applicants must have never been dismissed by other universities in Taiwan.
(III.)During the course of study in Taiwan, international students who have undertaken initial household registration, resident registration, naturalization or restoration of their R.O.C. citizenship will lose their international student status and be dismissed by the school.
Violation of any regulation of the MOE Regulations Regarding International Students Undertaking Studies in Taiwan will result in immediate cancellation of the applicant’s admission or the deprivation of the applicant’s recognized status as an NSYSU registered student or revocation of applicant’s NSYSU diploma. No certificates will be awarded.
Notes:
I.According to Article 2 of the “Citizenship Law” of R.O.C., a person shall be the citizen of the Republic of China under any of the conditions provided by the following subparagraphs:
(i) His/Her father or mother was a citizen of the Republic of China when he/she was born.
(ii) He/She was born after the death of his/her father or mother, and his/her father or mother was a citizen of the Republic of China at the time of death.
(iii) He/She was born in the territory of the Republic of China, and his/her parents cannot be ascertained, or both were stateless people.
(iv) He/She has undergone the naturalization process.
The preceding subparagraph 1 and subparagraph 2 shall also apply to the persons who were minors at the time of the revision and promulgation of this Act.
II. The term "overseas" prescribed in Paragraph 2 is limited to countries or regions other than Mainland China, Hong Kong and Macau; the term "continuously" means that an individual may stay in Taiwan for no more than a total of 120 days per calendar year.
III.The calculation of the 6- and 8-year period prescribed in Paragraph 2 can only be counted up to the starting date of the semester, August 1st (Fall semester) and February 1st (Spring semester).
